In around 90% of cases, planning permission from your local authority is not required. It is important to check with your local authority before any work takes place. Thanks to new regulations that were introduced in October 2008 most conversions do not require planning permission if the work is internal and the conversion does not increase the size of the space.
Most garage conversions can be completed under permitted development rights, which are afforded to most properties allowing certain types of work. This usually applies to construction work that will not alter the existing structure of the building. If your garage is an independent structure, or if your home is a listed building, or in a conservation area then it is highly likely you will require planning permission to convert.
